I can confirm from personal experience the misconception among workers in the archives that there's money to be made by selling access. There are Russian web sites (well, I've heard of two) where, as of a couple of years ago, people would occasionally offer documents, usually from the RF Defense Department archives (TsAMO), for $3 per page, and that's just for a scanned copy. This seems outrageous, but when you consider the cost of doing it yourself, including travel costs and extortionate copying fees for foreigners, it's not really out whack.

Speaking of extortionate copying fees, according to its online price list, the Russian State Military History Archives (RGVIA) now charges foreigners 100-170 roubles per page ($3.30 - $5.65)!
